This paper aims to describe the business model of individual private passengers transportion companies through digital platforms (apps) and the working conditions of their drivers, identifying their main vulnerabilities; and analyze Law no. 13,640 / 18, which regulated this activity, from the perspective of the fundamental right to decent work, examining the initial bill, substitutes, amendments and discussions by parliamentarians in both Houses of the Congress, in addition to their final version. It seeks to investigate whether the main vulnerabilities of drivers were considered by the legislator and, if so, how they were addressed.
