The councils of popular participation as an instrument of legitimation of the decisions of regulatory agencies

The present essay proposes to demonstrate, through bibliographical research, the management reform of the Brazilian State of 1995 and its reflexes in the popular participation in the control of the execution of public policies, especially in the regulatory agencies. It is verified that there is a need for a new model of popular participation where the deliberations in public hearings and councils of popular participation are effectively observed and replicated by the public administration. It is concluded that the creation and the reinforcement of councils with popular participation can be taken as an important tool to guarantee greater legitimacy and acceptance of regulations that emanate from regulatory agencies. The method of approach used is hypothetico-deductive and in the development the monographic procedure is used trough bibliographic research.
