The new public administration and the role of public advocacy

A new Public Administration that appears increasingly horizontal, open, dialogical and closer to the citizen, concerned with the effective delivery of the results expected from it, guided by the fundamental right to good Administration and the idea of good governance, Public Advocacy needs prepare and reinvent for that to be possible. It is not an easy task, since Law has always been, by its nature, conservative, having among its functions the promotion of legal security and stability of social relations. Relationships are increasingly complex, and disruptive innovations knock on the door of the Public Administration on a daily basis and, often, without knowing how to face them. New mechanisms are presented to assist public management to discharge its role as guarantor of fundamental rights and in the delivery of the minimum necessary. With this, the Public Advocacy in the exercise of its consultative and preventive function starts to play a fundamental role in ensuring the adoption of new practices in public management, which will translate into services delivered to the citizen, with more quality and in a timely manner, at the same time, neglecting its mission to control the legality of administrative acts. In this context, State Public Advocacy is not restricted to an essential function of justice, but gains the contours of a true instrument of citizenship.
