Consensual solutions for public health demands in Rio de Janeiro:
institutional practices under discussion.

The research was carried out between May 2019 and May 2020 through a bibliographic review and an empirical approach, of a qualitative nature, of the Health Dispute Resolution Chamber (CRLS) located in the city of Rio de Janeiro. The CRLS is an initiative that involves several institutional actors, identified as a way to solve health conflicts and avoid judicialization of health demands by those assisted by the Public Defender's Office. The work describes the creation of the CRLS and the way it is opered. It also seeks to problematize and reflect on the data collected, initially in bibliographic and documentary sources and, in a second moment, in field observations. The initiative seems to bring good results from an institutional point of view, as an alternative path to judicialization. However, it also raises reflections due to the predominance of the institutional perspective over the perspective of users, especially poor and sick, and the strengthening of the discourse of harmony in the field of public health demands in Brazil. The article proposes suggestions to improve this public policy.
