Abstract

Public-Private Partnerships are defined by Law 11,079, which defines PPP as a concession contract, whether sponsored or administrative, with different forms of remuneration. Due to budgetary constraints, aggravated by COVID-19 and the loss of revenue by federation entities, it converges to worsen the infrastructure deficit, such as highways, ports and airports, as well as aggravating the deficit in the provision of public services or implementation social rights, including the fundamental right to health, education, housing, transportation, sanitation and adequate treatment of waste. Hence the importance of the knowledge of the advantages and characteristics of PPP's by the interpreter, especially due to the peculiarities, notably characterized by multidisciplinarity, by giving rise to fiscal, legal, environmental, engineering approaches, among other analyzes, such as the feasibility and modeling approach. In view of this scenario, using the deductive method, in addition to the use of statistical data provided by the direct treasury, the research sought to analyze this sophisticated instrument

Pós-graduado (grau especialista) em Direito Tributário pela Universidade Mackenzie (São Paulo - SP). Graduado em Direito pelo CEUT. Ex-Assessor Jurídico da FECOMERCIO/SP (2009-2013).
