This article deals with the impacts of the labor reform in the scope of legal relations in which the State acts as an employer, analyzing, mainly, the inapplicability of this branch of law to regulate labor relations in the direct public administration, autarchic and foundational, as well as the institute the outsourcing of services in the administration and their responsibility for non-compliance with the contractual obligations.
