The New Social Security Reform and its Impacts on the Welfare of the State of Rio de Janeiro

This article seeks to analyze the Constitutional Amendment 103/19, which promoted the new Social Security Reform. It is a qualitative research (approach), of a descriptive and exploratory nature (objectives), carried out through bibliographic and documentary research (procedures). In the first part of the text, a brief history of the previous social security reforms will be made, aiming to make the present reform intelligible. In the second part, the main changes promoted by Constitutional Amendment No. 103/19 will be exposed. And in the third part, the impacts of the reform in the State of Rio de Janeiro will be addressed, as well as some intricate points. The aim of this work is to instigate reflection and debate on the welfare of public servants, since, starting from a post-positivist perspective, which understands that the norm does not exist, it is produced by the law operator, the existence of debates is essential to create the best possible norm.
